CenterPoint Energy Under Investigation for Hurricane Beryl Response

In the wake of Hurricane Beryl, which caused extensive power outages affecting approximately 2.26 million customers, CenterPoint Energy is under investigation by the Public Utility Commission (PUC) of Texas. The investigation, ordered by Governor Greg Abbott, seeks to evaluate CenterPoint’s preparedness and response to the storm, amid growing concerns about the resilience of Houston’s power infrastructure.

Houston Lighting & Power (HL&P), the predecessor to CenterPoint Energy, was once the publicly regulated utility serving the Greater Houston area. Publicly regulated utilities were required to reinvest all profits back into the power infrastructure. However, the deregulation and privatization of the electricity market in Texas led to the breakup of HL&P into several companies, including Reliant Energy, CenterPoint Energy, and Texas Genco. This shift allowed corporations like Enron and others to enter the market, driven by a fiduciary responsibility to shareholders and competitive executive compensation packages.

The privatization of Houston’s power utility brought about changes in how funds were allocated, with a significant portion directed towards shareholder profits and executive pay rather than infrastructure improvements. This has been a point of contention, especially after major storms like Hurricane Ike in 2008 and Hurricane Beryl in 2024.

Hurricane Ike in 2008 exposed significant vulnerabilities in Houston’s power infrastructure. In its aftermath, extensive recommendations were made to enhance the grid’s resilience, including the costly conversion to underground power lines to mitigate the impact of future storms. Despite these recommendations, many of the proposed infrastructure projects never came to fruition due to the high costs and prioritization of shareholder returns.

CenterPoint Energy invested approximately $677.8 million in restoration efforts following Hurricane Ike. Despite these efforts, the lack of comprehensive infrastructure improvements, such as burying power lines, has left the grid vulnerable to future storms.

The recent response to Hurricane Beryl has brought renewed scrutiny to CenterPoint Energy. The company’s emergency operations plan, reviewed by the PUC, guided their response, yet the extensive outages and delays in power restoration have raised questions about the adequacy of their preparedness. Comparisons to previous storms, such as Tropical Storm Imelda in 2019 and Hurricane Nicholas in 2021, show a mixed track record in restoration times.

Experts argue that building stronger poles or burying power lines would significantly enhance the grid’s resilience, but these measures come with high costs that could increase electricity bills for Texans. CenterPoint’s efforts to restore power after Hurricane Beryl, which included increasing the number of linemen and setting up multiple staging sites, have been noted. However, the effectiveness and speed of these efforts are still under investigation.

The PUC’s investigation will focus on CenterPoint Energy’s emergency response measures and infrastructure preparedness. The goal is to identify areas for improvement and ensure better resilience against future storms. Governor Abbott’s directive for this investigation highlights the importance of robust and reliable power infrastructure, especially as severe weather events become more frequent due to climate change.

The investigation into CenterPoint Energy’s response to Hurricane Beryl underscores the critical need for ongoing investment in Houston’s power infrastructure. As the city and its residents continue to face the challenges of severe weather, the balance between cost, shareholder profits, and infrastructure resilience remains a contentious issue.
